A blocked toilet is always an immotive subject if only for the real inconvenience (pardon the pun) and logistical problems. As a lot of the time when you flush the toilet the bowl is filled with foul water and it just sits there. The mess could slowly drain away but the blockage still remains, and is likely after a second flush to come back and fill again. So what action can you take to clear it:

a). There should be water inside the toilet bowl before you begin however bad it appears to be. Buy or borrow something called a drainage rod, this should have a thread on one end onto which a 6 inch rubber plunger is screwed, they are usually available available from merchants.

b). Cover the mess and try and form a good seal for the plunger. Use an up and down motion in the pan. Hopefully the vacuum created will clear the blockage. The plunger can be very effective. If a toilet remains blocked after the plunger has been used may have a blockage further down the pipework that could be simply air getting in through the open vent pipe at the top of the drain counter acting the partial vacuum you are trying to create. The blockage further along the drainpipe can have an effect on lots of other appliances in your home such as basins and baths and may put them out of action which of course causes a lot more inconvenience than usual.
